Jeevan Pramaan 2026: Pensioners Aged 80+ Can Submit Life Certificate From 1 October

Pensioners aged 80 and above can submit their annual life certificate, including a digital Jeevan Pramaan, from Thursday, 1 October 2026. Everyone else gets the usual November window, with 30 November as the last date. The October head start comes from a standing Department of Pension and Pensioners’ Welfare (DoPPW) order of 18 July 2019, and it applies again this year: the Economic Times and Mint both reported on 29 September that the 1 October window for super-senior pensioners is open as usual. A certificate submitted in this cycle stays valid until 30 November of the following year.

DoPPW had not issued a separate 2026 notice by 29 September, and none is needed for the dates to apply, since the 2019 order is a standing instruction. Face authentication through a smartphone, allowed since DoPPW’s office memorandum of 25 September 2023, remains the fastest option for most families. Below is who needs to submit, the ways to do it, what goes wrong most often and what happens if the date is missed.

Who needs to submit a life certificate for pensioners

The life certificate for pensioners is an annual proof that the person drawing a pension is alive. Central government civil pensioners, defence and railway pensioners and most people drawing pension through a bank need one. EPS-95 pensioners under EPFO also submit an annual life certificate, though EPFO allows it at any time of year and it stays valid for 12 months from submission. State government pensioners follow their own state’s rules, which may use different months.

If a pensioner is close to 80 and you are unsure which window applies, ask the disbursing bank before October ends rather than guessing; the November window works for everyone in any case.

What is Jeevan Pramaan?

Jeevan Pramaan is the government’s Aadhaar-based digital life certificate system, run on the jeevanpramaan.gov.in portal. Instead of walking into the bank branch and signing a paper form in front of the manager, the pensioner’s identity is verified biometrically through Aadhaar, either by fingerprint, iris or face. The system then generates a Pramaan ID and sends the certificate electronically to the pension disbursing agency.

The digital life certificate is legally valid under the Information Technology Act, so the bank cannot insist on a paper form once a valid Jeevan Pramaan has reached it. How long it is valid for is decided by the Pension Sanctioning Authority, which for central government civil pensioners follows the November-to-November cycle above.

Ways to submit the digital life certificate

There are four practical routes. Most families will use the first.

  1. Face authentication on a phone. Install the AadhaarFaceRD app and the Jeevan Pramaan Face App, then scan the pensioner’s face. Mint reports the apps need Android 10 or later or iOS 14 or later; the Economic Times mentions a front camera of at least 5 megapixels.
  2. At the bank or post office. Pension-disbursing banks and post offices have biometric devices and can generate the certificate at the counter.
  3. At a Common Service Centre. CSCs offer the service for a small fee in most districts.
  4. Doorstep service. India Post Payments Bank and some banks send an agent home for a fee, which suits bedridden pensioners.

Anyone with a UIDAI-registered fingerprint scanner can also use the older Jeevan Pramaan client software on a PC, but that is rarely practical at home.

Doing face authentication step by step

Face authentication is where most families get stuck, so here is the sequence in plain terms:

  1. Install both apps on a phone that meets the version requirement. The phone need not belong to the pensioner.
  2. Open the Jeevan Pramaan Face App, enter the operator’s details and verify with an OTP.
  3. Enter the pensioner’s Aadhaar number or Virtual ID, mobile number, email (optional), PPO number, pension account number, bank name, and the sanctioning and disbursing authority.
  4. Give consent, then hold the phone steady at eye level in good light. The app asks the person to blink.
  5. After a successful scan, an SMS arrives with the Pramaan ID and a link to download the certificate.

If you are not sure of the sanctioning or disbursing authority, it is printed on the Pension Payment Order. Keep the PPO next to you before starting.

Common face authentication problems

The scan fails more often than people expect. The usual culprits are poor light, glare on spectacles, a shaky hand or a phone camera below the specification. Try daylight near a window, remove glasses, and prop the phone on a stack of books.

Sometimes the problem is the Aadhaar record itself. If the pensioner’s Aadhaar photo is 12 or 15 years old, face matching can struggle. Updating the photo at an Aadhaar centre takes a few days, so it makes sense to attempt the scan early in October and leave time for a fix. Mobile number mismatches cause the other big chunk of failures. The mobile linked to Aadhaar, the one registered with the bank and the one used in the app should ideally be the same. What if the certificate is not submitted by 30 November?

Pension is typically suspended from the December payment if the bank does not have a valid certificate. Once the pensioner submits one, pension restarts and the withheld months are paid as arrears. There is no penalty or interest cut for late submission under the central rules, going by past reports in the Economic Times and CNBC-TV18. Still, a stopped pension in December can cause real trouble for a household that depends on it for medicines, so there is little reason to wait.

Late submission works the same way as a normal one: any of the four routes will do.

Why 80-plus pensioners should use October

The early window was created because November queues at bank branches were hard on the very old. For a family, submitting in the first week of October has three practical upsides. There is time to fix Aadhaar or mobile problems before the rush, the bank’s systems are less loaded, and if the certificate somehow does not reach the disbursing agency, you find out while there are still weeks left.

After submitting, check with the bank or look for the confirmation SMS a few days later. The Pramaan ID can also be used to download the certificate from the portal at any time.

A note for families helping from another city

Face authentication does not require the pensioner to be near the bank. A son or daughter visiting for Dussehra or Diwali can do the whole thing on their own phone at home, as long as they have the PPO details. Many families make this part of the festive visit.
